1. Tertiary Level Teachers and the Silvias

Dear Colleagues
Long time, no see, or hear, or read. Trouble is I've been
up to the knees
in work, and still am, and will be. I'll tell you why later on.
There's been some confusion -- prob on my own confused
view and confusing
writing -- on the interpretation of A-11 and the impossibility
of tertiary
teachers to teach at EGB 3 and Polymodal Level way back in August
98, when
I submitted the last update to ELT News & Views.
Let me put this very clearly to you: Tertiary Level Teacher
Training
Colleges can issue certification up to Polymodal Level: this means
if I
have a certificate from X Teacher Training Institute -- say, ISP
"Dr.
Joaquín V. González", I can teach up to Polymodal
Education. By Federal
Agreement A-11 -- passed by the Federal Council of Cultrure and
Education
in 1995 -- and the Law of Higher Education, I cannot teach at
Tertiary
Level Institutes, if I do not hold a degree higher than the level
I'm
teaching. So that means a LICENCIATURA. Don't think I'm not in
the same
boat as you are. I'm a graduate (?) from the Joaquín.
Where can I enrol for a Licenciatura? At a university.
No way out. But then
there are few -- not NONE as some months ago -- which would recognise
the
33-34 subjects I've passed to become a tertiary level teacher.
Universidad
Nacional del Litoral is one. Be on the lookout for their announcement
for
enrolment. Universidad Nacional de Quilmes as well, a Licenciatura
in
Education with an orientation towards English as an FL. And there
will be
others!! I"m sure.
So please, rest in peace. The situation is not so chaotic
as it would've
seemed at first. If you need the relevant documentation, just
write to me.
And PLEASE TELL OTHERS WHO ARE NOT MEMBERS OF THE LIST.
Bad and good news. The Silvias are no longer part of the
FLs Project Team:
it's not that we've quarrelled: to some people's insatisfaction
-- so we've
heard -- we haven't. Blame the financial aspects of the reform.
Research
and Educational Development is still operating on a minute budget.
We're
still battling like mad.
The Silvias and Ana have new academic projects that hold
us together, but
mostly, it's trust and friendship that drives US on. Together.
That's the
bad and the good news. The Silvias & Ana TOGETHER in other
contexts. Same
drive, same beliefs, same convictions. You'll hear soon. Keep
to yourselves
for the time being..
That's all for now. I was committed to writing a SHORT
report, and here it
is. I'm full of secrets, which I cannot yet disclose. Nice news
it will be.

2. MA programmes in Argentina
-----------------------------
I hope this info helps Graciela Cambiasso and any other
colleague
interested in MA programmes in Argentina. Thames Valley University
(UK) has been offering an off-site MA in ELT since 1997. It is
a
joint venture with AACI and the British Council. Two groups of
teachers are already on the programme, the first one finished
the
last taught module in B.A. last February and will be submitting
dissertations by October. I understand enrolment for a third cohort
is already under way. For more information you should contact
the
MA Coordinator Fernando Lasala Quintana at AACI.

4. EFL Courses at UBA

I would like to inform the subscribers that Mabel Quiroga
and I wrote an
email to the radio show Jaque MAte on Rock and Pop radio in Buenos
Aires as
regards the so called "Programa Extracurricular de Ingles
en la UBA' and its
lack of professionalism. We have also explained how professional
teachers
are trained in Buenos Aires. Practically the whole email was read
out on air
today and the president of FUBA (Federacion Universitaria de Bs.
As.) was
asked to give his opinion.
The emali we sent is in Spanish. We are sending copies
of it to FAAPI, APIBA,
SEA and Martin Eayrs. Since material in Spanish is not allowed
in this list,

5. Concern about "professional language teaching" in
Argentina

I would like to share Mabel Quiroga's concern about the
quality of
English language teaching in the PROGRAMA EXTRACURRICULAR . Personally,
I have publicly, even at the Facultad de Filosofía y Letras,
made
references to the ad placed in The Buenos Aires Herald to recruit
teachers for the courses offered within this program, where a
degree is
not included as - at least - a preferred option. Unfortunately,
this is
not the only case where the name of this (or other) prestigious
institution/s is used to obtain funds or attention. Last year
we started
investigating a similar case in Avellaneda , but evidence is hard
to
collect.
On the other hand, I'm afraid I cannot see what the arguments
are for
taking over the control of the extension services. First, if the
idea of
being in charge and control of these extension services is related
to
the fact that they offer ELT services and, consequently, they
should
contribute to funding research into foreign language learning
and
teaching, the same, it seems to me, would have to apply to - at
least-
the ELT courses offered by the institutions run by associations
of
graduates, and, for that matter, by any other institution that
employs
graduate ELT professionals. However much I would like this to
be true, I
am doubtful that there would be a consensus.
Second, I cannot see the arguments for the suggestion that
it is the
Joaquin and the Lenguas who should be in control . Presumably,
this is
due to my condition of graduate from a provincial profesorado,
who has
been discriminated against occcasionally before. Would this mean
that
funds for research would be diverted exclusively to these -deservingly
prestigious- institutions ?
Third, but most important is the need I feel to clarify
the difference
between the ELT services offered by the PROGRAMA EXTRACURRICULAR
advertised profusely and the extracurricular language courses
offered
at the "Laboratorio de Idiomas" of the Facultad de Filosofia
y Letras,
with respect to the quality of ELT. I feel this is necessary as
some of
the schools that get mentioned are part of those that correspond
to the
latter. Although I have never taught there, I have always had
the best
of comments about the courses offered there by a large number
of people
who have taken and are taking courses there, and also, because
I have
information about the amount of supervision, and because, to the
best of
my knowledge, most of the teachers there are graduates.
With respect to what can be done, there are several problems.
One
apparent way out is the argument of "publicidad enganiosa"
but, who to
address this to would be a difficult decison as careful reading
of the
ads shows that the University is only indirectly involved
(extracurricular/ en la UBA). Also, what the nature of the deception
is
could be a matter of debate. Clearly, in spite of the clarification
offered by the UBA in widely circulated newspapers, confusion
is still
the winner. I feel bringing this out into the open, as Mabel has
done,
is probably the beginning of a new era of trying to clarify the
relationship between professionalism and marketing.

newsletter in June. The VIS invites your submissions to the

2. FAAPI Conference 1999 postponed

As decided by member associations at the FAAPI Annual meeting
27 March
last, the FAAPI 1999 Congress, originally announced to take place
18-20
September 1999, has been postponed. 'ELT in the Argentinian Context'
will now take place 21-23 September 2000 in Comodoro Rivadavia.
The
Asociación Austral de Profesores de Inglés is organising
the event.

Monica, I think there are two aspects to be considered
in this issue:
one is the state sector and the other is private schools. Perhaps
we
should try to find out how the extension services of universities
from
the rest of the world work but I've heard the former dean of the
School
of Philosophy state that "if the Joaquin claimed rights on
ELT he would
have to keep silent" It's in the university mission statement:
the three
functions are: teaching, research and extension but they have
to provide
extension services along the lines of knowledge they generate.
So in the
school of medicine they can't repair cars and in the school of
economics
they should only advise companies or individuals on the tax system
because that's what they have studied.
At the moment the UBA has 3 ELT extension services:
1. Programa Extracurricular de Ingles en la UBA: non-graduate
teachers,
non-professionals supported by the dean of economics?, agronomy,
CBC
in architecture !!!
2. Laboratorio de Idiomas de Filosofia y Letras: Filosofia
y letras,
Sociales, Veterinary, INA, Farmacia y Bioquimica: degree courses
The case of philosophy and letters is a bit different: they have
a
linguistics department and they claim they are entitled and in
a good
position to provide EFL courses because of that but...
3. The UBA: Centro Cultural Ricardo Rojas through the Lenguas
Vivas:
I don´t know exactly how they manage the funds or how closely
they
work in academic terms, but I think I've heard that some money
goes
back to the Lenguas. And if you ask me this is the type of ELT
university extension service I prefer.
Probably the connection between ELT services and funds
for research
is very thin but I don't see why the money raised through ELT
should
go to the history, geography or archeology department. Why can't
they provide extension services in their field:guided visits,
courses
about history, publish books, etc. ELT is a booming business but
there's a limit and the Joaquin and Lenguas are also in need of
funds.
The private sector: the ELT courses offered by the institutions
run
by associations of graduates, and other institutions that employ
graduate ELT professionals. Once again I need more information
about
the ARELS recognition scheme but I think that's a way out. If
a school
employs graduate teachers from any national institution it gets
recognition
from a national body: for example FAAPI if it meets certain requirements
(graduate teachers could be one) and pays a fee that FAAPI in
turn uses
for research and development.
I also doubt there will be a consensus.

1. Jornadas Ensenanza Lenguas Extranjeras/Nivel Superior

I've just come back from the VII Jornadas de Ensenanza
de
Lenguas Extranjeras en el Nivel Superior, held this year at
The Universidad Nacional de Cuyo (UNCU) in Mendoza.
A splendid time was had by all and it has been decided
to
hold the VIII Jornadas next year in Rio Cuarto, at a time
and place to be announced.

Mabel, I thank you for the information about the University
mission
statement and the details on the programs related to the UBA and
also to
how ARELS works. I really did not know about this and I was startled
by
the statement made by the former Dean, which I was unable to
contextualize.
With respect to "jurisdiction", I was using this
term as it is being
used nowadays to refer to some form of educational district, not
as
geographical location. Taken this way, the UBA (nacional) does
not
belong to same jurisdiction as the Joaquín or the Lenguas(Gobierno
de la
Ciudad de Buenos Aires)just as the Universidad Nacional de Quilmes,
located in Bernal does not belong to the same jurisdiction as
the
Profesorado de Bernal.
But, going back to confusion, in the first posting I read
about this
issue, two aspects of the argument of professionalism were mentioned:
the search for quality and professional interests .The former
has, in
my view , been dropped now in favour of the latter,which reminds
me more
of occupational or trade interests. I would like to separate these
two
aspects as they do not seem to me to be connected in a direct
way: the
Laboratorio de Idiomas offers excellent quality and hires graduate
teachers, but manages the profits for their own interests.
Since the area of interests is not an area where I feel
I can be of any

4. Useful language practice for students on WWW

I recently came across the following URL:
http://www.aitech.ac.jp/~iteslj/quizzes/js/ck/mc-lots.html
which might be good to recommend for students who need
practice in use of English and can work alone.
It is a long series of multiple choice questions which
gives
you the right answer if you make a mistake and recycles the
question to the end. Each time you boot up it presents the
questions in a different order.
It runs with Java and can be downloaded onto a computer
so
that the student can work off line.

3. Professional Standards - a reply to Monica Gandolfo

Monica, I don´t seem to understand how you manage
to keep the search
for quality and the defense of professional interests conceptually
apart. In my opinion they´re closely intertwined. But then
again, I
don´t know what you understand by professional interests.
I don´t
like the word trade, sorry! Even if we don´t qualify as
professionals,
I don´t consider the teaching of English to be a trade but
rather a
longlife vocation and cause.
I feel this very list has to do with both aspects: the
search for
quality probably comes first and is probably a top priority for
all of us. We wouldn´t spend time writing back and forth
if we were
not concerned with quality, standards and development . At the
same
time, I feel that when we worry about a variety of other subjects
such as the effectiveness of call programs, or when we have a
look
at the job offers, or engage in a discussion about working conditions
for teachers in Argentina, we´re dealing with occupational
interests,
but we are also on the quest for quality, since this much talked
about
and desired characteristic depends on some of those issues.
To take up the thread of the discussion about professionalism
I would
like to quote from David Nunan´s answers for the feature
article in
the latest issue of ELT News & Views
"...an explosion in the demand for English worldwide
driven by the
technological revolution, and globalization. Paradoxically, this
has brought the profession under threat. Governments and corporations
are unwilling, or, in some cases, unable, to pay a professional
price
for ELT services.
" ... the four areas that define an area of activity
as a profession:
advanced education and training, advocacy, development of a research
base and development and promotion of standards"
I believe these might be good parameters to judge whether
institutions,
be it state or private, and or individuals are professionals or
not.
I´ll take for granted we (body of profesorado graduates)
fulfill the
first requirement. I wouldn´t like to go into the same old
story about
the status of our degrees.
As regards the second element, I´m afraid nobody
will advocate the cause
of professional standards for English teachers better than members
of the
profession. Most probably nobody will help us in this respect
and at times
I even feel many people are not interested at all. However, I´d
like to
be proved wrong in this respect. In the meantime let´s try
to go public
as often as we can about this.
Unfortunately I don´t think there's a research tradition
in ELT in
Argentina and I haven´t heard about any research base. I
might be an
extremist but I hold the view that even research has to be paid
for if
we are expected to produce qualitative findings. Something - I
mean, paid
research positions- which unfortunately, to my knowledge, does
not exist
in the English trade in Buenos Aires, and keeps us a good distance
from
-university- teachers of other subjects.
Last but not least, I often have the impression that we
are not 100 per
cent convinced and active about getting professional recognition,
defining
and promoting standards. I wonder why. One thing remains true:
much more
needs to be done.

4. 10th Puppet Festival in Azul

The 10th Puppet Festival is being held in Azul. Two puppeteers
from the
USA are coming to perform in English and Spanish for children
and adults.
They will also be giving workshops for teachers on how to use
puppets in
the classroom, how to make puppets and how to use puppets with
handicapped
kids.
There will also be a puppeteer from China whose performance
is said to be
outstanding.
