2. Some comments on APIBA
-------------------------

Why a professional association? Why APIBA?

How many times have you been told "My daughter is also a teacher of
English, she has a 6th year certificate from Such-and-Such Institute of
English? Have you had difficulty in persuading this well-meaning person
that this is not quite the same as being a graduate teacher who has worked
towards a teacher's degree that involved a great number of subjects and
final exams as well as teaching practice?

The lack of respect with which the profession of teacher, and particularly
the profession of teachers of English is regarded is, at the very least,
saddening.

As I discussed in an article in the News and Views Teacher Development
Supplement in March 1997, and Andrew Brown takes up in the most recent EL
Gazette (he has been appointed as project director to set up a new
Institute of ELT for professionals in the area in the UK), the existence of
a professional association is central to the definition of a profession.

A professional association has entry criteria and a code of practice, and
it represents the needs and interest of those professionals. It provides
information to the members of the profession and the world at large, and it
provides support in the form of professional development. It also provides
a form of guarantee to those outside the profession that its members are
interested in progress within the profession, in being up-to-date. It is a
forum for discussion of current trends in the profession, for the purpose
of which it organises workshops, seminars and conferences.

Another crucial role of a professional association is that, in its legal
and professional capacity, it negotiates before educational authorities the
approval of regulations related to the practice of profession. As such a
professional association lobbies the relevant authorities in the passing of
laws and regulations that pertain to the profession and the remuneration of
its members.

It goes without saying that an association is what its members make it, not
more, not less. APIBA, the Asociación de Profesores de Inglés de Buenos
Aires (as opposed to the planned Institute of ELT in the UK) has a long
standing tradition of nearly three decades (it was founded in 1971), but it
is nothing without its members' support.

If you still have doubts about the role of APIBA, think back to the
original example, and how you might answer as a member of a professional
association.

If you are not already a member of APIBA or have fallen back on your dues,
now is the time to do something about it. Join us at the End-of-Year toast
on Decembre 17th , 7 p.m. at Lenguas Vivas.

3. Praise for the list
----------------------

It is somewhat difficult to think of something that has not already been
said or written about the end of the year.Almost without wanting to, we
suddenly find ourselves repeating the old familiar words of the Season. For
one thing, 1998 was a happy one.

When Editor Martin Eayrs started the edition of News & Views through
electronic mail, probably he was not fully aware of the far reaching
effect it would have among us, teachers of English of the cono sur.
Throughout the year, we have been in touch with old friends and met new
ones. This E-mail exchange has been so enjoyable that it has made us
forget our bad moments and celebrate the fact that we are not only teachers
but above all good friends.

Hi all:

This is an invitation to participate in the new ESP (English for Specific
Purposes) Interest Section.

These are our goals:

Petition Form: English for Specific Purposes Interest Section in Argentina

The undersigned, members of TESOL, ESP practitioners, program developers,
consultants and researchers, interested in the design and delivery of
courses for individuals with identifiable academic and professional goals
wish to establish an ESP IS in Argentina.

The primary goals and activities of this Interest Section will be:

* Encourage sharing expertise and specialized curricula among
ESP practitioners
* Foster communication between ESP practitioners and researchers
* Promote research into the spoken and written discourse involved
in ESP areas
* Provide a centralized forum within TESOL for the exchange of
information on ESP issues
* Foster the recognition of ESP language training as a professional
/academic discipline
* Promote ethical and high professional standards of instruction,
administration and employment practices in ESP programs
* Identify persons within the ESP community who may serve as resources
to others
* Advocate for the professional concerns of the members and the
individuals they teach/train
* Mentor, advice and train members with regards to professional
concerns
* Represent the needs and concerns of ESP professionals
* Ensure viability and continuity of TESOL by training and encouraging
practitioners in ESP-IS to become officers
* Cooperate with other organizations addressing the needs of ESP
learners in order to achieve common goals

WE will be discussing our governing rules next December 11th at 10:30 a.m.
to 12.30 a.m. Puan 470, Room # 228 UBA (University of Buenos Aires). You
are all invited to participate.

Each of the members of the interim Governing Board can answer your
questions and accept suggestions. They are welcome.

3. VII Jornadas de Ensenanza Leng Ex Nivel Superior

The deadline for submission for papers for the VII Jornadas de
Ensenanza de las Lenguas Extranjeras en el nivel superior at the
Universidad Nacional de Cuyo on 15 - 17 April 1999 has been extended
till 10 February. Th eevent will take place in the West of Argentina,
in the Province of Mendoza.
Those interested in submitting a paper or finding out more should

4. Christmas Greetings
----------------------

The List Editor has received several messages with requests to
post Christmas greetings to the list from individual members.

While appreciating these sentiments and far from being a Scrooge
it is the policy of this list to keep postings at all times on topic.
Failure to do so is the best way to destroy a list, as members of
other lists may have observed.

Therefore Christmas greetings from list members will not be posted
on the N&V-L list. In this case it is suggested that list members

5. 1999 Nexus Educational Fair
------------------------------

Now may be the time to make a note of the dates and details of
the 1999 Nexus Educational Fair to be held in Buenos Aires,
Cordoba and Mendoza (Argentina) next August and September.

The Nexus EXPO-ESTUDIANTE event held this year in Buenos Aires
and Cordoba was attended by 8,383 people (Buenos Aires) and
5,691 people (Cordoba) with exhibitors from Australia, Canada,
the United States, Finland, France, Britain, Ireland, Mexico,
New Zealand, Switzerland and the Ukraine.

The event was sponsored by national newspapers' La Nación', the
'Buenos Aires Herald' and 'La Voz del Interior' and was declared
"de interés cultural" by the Secretariat for Culture and recognised
by the national Ministerio de Cultura y Educación. Similar sponsorship
is expected for next year.

Dates for next year's EXPO-ESTUDIANTE are as follows:

28/29 August 1999 - Buenos Aires
1 September 1999 - Mendoza

Errare humanum est. I feel a little like President Clinton in
having to grovel before my constituency, although our enormities
are perhaps of a different weight.

I have in the last 72 hours received several mails from countries
outside Argentina outraged at a posting made in the last N&V-L
Digest offering discounted courses in the United Kingdom for
teachers of English.

I hesitated before making the posting, attempting to weigh the
relative balances of passing on 'useful information' to teachers of
English in South America and comitting the heinous sin of allowing
'commercial' messages on the list. In the end I decided to let it go
in, not realising the implications.

But I was wrong, and like Clinton have to come terms with the public
(read list members). Jill Grimshaw wrote on this list earlier this year:

The key point is to have a policy for ELT News & Views
which is consistent across all service providers, whether
publishers, language schools, exam boards, etc.

The key word is 'consistent' and I apologise to those who have sent
me indignant (and humorous) reminders of this fact.

As I have said before the only way to maintain a lean and useful list
is to prevent spam and irrelevance and it is the moderator's job to do
this on behalf of the list members. This is not to belittle the posting
referred to, which was certainly not 'spam' and was sent in good faith:
it is not the poster but the list editor who carries the responsibility
of deciding what to include.

So please accept my apologies and my assurance (again like Clinton's)
that I will do my best to ensure that this breach of responsibility
will not occur again. Sorry too for the prolix posting, but I felt the
explanation was necessary

5. TESOL 99 Fairs: 2nd Call for proposals

CALL FOR PROPOSALS FOR THE THREE TESOL '99 ELECTRONIC VILLAGE FAIRS

List members are invited to submit a proposal for participation in one or
more of the TESOL '99 Fairs. Windows and Macintosh equipment will be
available at no charge, along with CD ROM drives, Internet connections, and
(for the Showcase only) projection equipment. If your proposal is accepted,
you should plan to bring a minimum of 100 handouts per Fair/Showcase
acceptance slot -- these are very popular events!

WHAT HAPPENS AT THE FAIRS:

Presenters have approximately 20-30 minutes to demonstrate their material.
Participants walk around and drop in and out of demonstrations, thus
precluding highly structured presentations. A demonstration may be repeated
a second time (an additional 20 to 25 minutes), if interest warrants and
space allows.

WHAT HAPPENS AT THE SHOWCASE:

There is one presenter at a time, demonstrating her/his program.
Seating is provided for the audience.

The CALL Developers' Showcase is an expanded version of the Authors'
Showcase, which has been a popular annual event at International TESOL for
the past few years. It is one of several ways in which the CALL-IS
disseminates information about computers and computer-assisted instruction
to the ESL/EFL professional community. The Developers' Showcase provides an
opportunity for the designers of ESL/EFL software to display their work,
and for potential users and software developers to examine and react to
work in progress at the sub-commercial or pre-commercial stage. This year
we are including materials in the following two categories: 1) disk-based
software, including floppy-disk, hard disk, and CD-ROMs. 2) web-based
software, including both programs that can be accessed directly from the
web and those that can be downloaded. Only work that is not yet on the
market will be accepted. Software that is already contracted with a
publisher is considered to be on the market and as such is not acceptable.
On the other hand, new shareware offerings are welcome.

1. Sporting terms

It is not hard to work out where terms such as volleyball, football and
basketball come from. Athletic disciplines and other sports often simply
use the term from their chief piece of equipment, such as the javelin, pole
vault, or fomr the activity, for example swimming, and so on.

Rugby, we know, takes its name from the school where a certain young man
picked up the football and ran with it. Likewise Eton fives takes its name
from that school in Britain... but what are the "fives" ? The five fingers
used instead of a racquet ?

And where does the term "golf" come from ?

There is an exercise on this type of exercises that appears in New headway
Intermediate.

The lists go as follows:

bad - horrid, horrible, awful, terible, disgusting
good - perfect, marvellous, superb, wonderful, fantastic, brilliant

angry - furious
funny - hilarious
frightened - terrified
pretty, attractive - beautiful
clever - brilliant

There is an additional explanation that says that we can use very, quite
and really with base adjectives. And absolutely and really with strong
adjective.

1. FAAPI dates, 1999
--------------------

It has been announced that the 1999 FAAPI conference will take
place in Villa Giardino, Province of Cordoba, on 18 - 20 December.
Yes, those dates are righht, it IS over the weekend.

The event will be organised this year by the FAAPI central committee
rather than any local teachers' association.

2. Shakespeare Conference in Buenos Aires
-----------------------------------------

You may also may wish to take note of the following event to take
place in September 1999. This will be a conference on 'Shakespeare'
and it is hoped to make this an international event for specialists
in the area.

The event will take place in the city of Buenos Aires. The dates
have not yet been confirmed but for the ease of presenters and
exhibitors it is hoped that will dovetail with those of the
FAAPI conference (18, 19 and 20 September 1999).

I shall post further details in due time. The event is being
organised by Susana Marchetti and Susana Groisman who can be
contacted by fax at 00541-863-3905 (after 24 Jan 05411-4863-3905).
It seems that neither has email but no doubt this will soon be sorted
out.

3. ExpoUniversidad 1999
-----------------------

The Fourth Argentine International Universities and Higher
Education Fair, Expo Universidad, will take place from 3 - 5
September 1999. The International event will take place in
parallel with the Argentine National Fair for Universities
and FE/HE institutions.

In 1999, for the first time, there will be an additional sector
devoted to 'Corporate Training' as well as the national and
International Educational Sectors.

(Quoting from publicity material), Expo Universidad has announced
1998 statistics as follows:

Visiting Public...........................50,607
Teaching staff and educational directors...2,919
Workshops for career advising.................81
Conferences, briefings and presentations.....170

The visiting public (1988) was estimated at 52% secondary school
students and school leavers and 48% undergraduates, graduates,
Training and Corporate Resources Managers.

The 1998 Fair also hosted some 240 local and foreign educational
institutions.

The 1999 Fair is being conceived of as a much larger event, and is
likely to be the largest and most important Fair of its kind in
Southern South America.
